Why is battling preschoolers a thing in the games? Wasn't 10 yo the starting age to own a Pokémon?

The games are different to the anime.
Kids clearly younger than Ash have had Pokemon before, I think in the anime, you have to be 10 to be recognized as an official Pokemon trainer, eligible for the Pokemon league. Case - Clemont catching Dedenne for Bonnie, it's her Pokemon, she just can't have it's pokeball.
Like buying a car for a kid who doesn't have their license, it's their car, they just can't drive it until they're old enough/have a license.

Games - you can be any age.

The only time age has been mentioned in the games like that is this Gen, which is 11.

And could very well be the same for all of the others because all of the protagonists in the games are 11+.

It's not the same in other games. The Island Challenge is for kids 11+, but fighting in the Pokemon league has no age restrictions.

It's likely that gym leaders, elite four and trial captains won't take challengers without a Pokémon Trainer's License. Age varies per region. It's also the age you may receive a starter pokemon and/or a dex from a professor. In the RGBY manual it's said that Red and Green just turned 11 and obtained their licenses.

Anyone can own and train and pokemon tho

My dad works for the fbi and has been investigating gamefreak for months and he told me that Masuda knowing how much porn of npcs is created, ordered them to be put in the game.
He said that gen 8 is being pushed back to 2020 as Masuda and many other gamefreak employees are going to be arrested soon
