Gentoo was set up and stall so raw attack stat didn't matter as much. Gen 3 had TTar's, Gross, and Mence's 135 attack as the standard. By the time you get to Gen 4 and beyond Azelf is underpowered as a sweeper at 125 and is only used as a suicide lead.
