That's all it needs. Maybe it's not protean, but a water type special attack that is higher than hydro pump by a significant margin and I think perfect accuracy is worth the ability.

It gets Round. So you can pair it with a faster ally with this move so it would attack second. It also be 120 BP during that turn.
