Maybe because she isn't. Just because she shares the hair colour doesn't automatically make her related.

It's probably some play on Buddhism and a Pokemon that's a plant bud. It feels like something GF might do. They love do love their puns.

I want to see more ancient Pokémon world civilization lore, personally. We see Relic Castle, the Ruins of Alph, the underwater ruins, the Regi caves, Snowpoint Temple, and the Cave of Origin but we don't know much about the people or Pokemon from those places and eras other than what you catch or dig up messing around inside.
