Play the game as usual and complete the game. This seems like a very huge step. But in order to get Beldum, you must complete the game.

Now there is a boy who when first seeing him will shout, "That's Steven's house there!" However, he may say something else and give you the item King's Rock. Go to the top left house and that is Steven's house. Go inside and there is a Poke Ball which contains Beldum and there is a letter saying that Steven is going out to find himself, which coincidentally is at Meteor Falls to battle, Steven specialises in steel type, he also has a Metagross, how ironic! That is how you get a Beldum on Emerald, Ruby and Sapphire.

Actually Deoxys is not avalible without an event. But Jirachi is up there somewhere. Talk to the guy who say the shuttle has taken off or something like that in Mossdeep Space Center. On the 100th he should say the shuttle has landed or something like that. Then Jirachi should appear after a cutscene. It has been a long time seen I have done it so... But I know it works.
