No it isn't, RR Giovanni is the main timeline Giovanni. The other leaders are the ones from other worlds, they were called (or snatched) by Giovanni.

No, he isn't. Him having a Mewtwo caught with a Master Ball clearly implies that he comes from a timeline where Red wasn't able to defeat him in one of the 3 points of the R/B Plot where you fight against him.

There is no "main timeline," but I'm pretty sure he's not the Giovanni native to the USUM timelines or any prior game.

it is further implied when at the end of RR he says
"Now what world to dominate next(?) " (something along of these lines" which heavily implies he is not from this world

Yes there is.
FRLG = ORAS > HGSS = Pt > BW > BW2 > XY > USM.
This is the base timeline that the "canon" is formed around.
