Because there were no refs for such, in his concept art, he's always seen as standing. They already had Litten and Torracat already in fours and when they got to designing Incineroar, they decided to scrap that and make him entirely bipedal as a means to "evolve" beyond what he was. What he gained in raw strength, he lost in speed, it's even depicted in his stats. In regards to speed, a quadrupedal animal will always beat a actual human who walks in just two. Incineroar is based on wrestling, which is a human sport and also somewhat co-related on how tigers act (they pounce and wrestle for their prey).
