The following Pokemon can never be shiny as of writing: Vivillon (Fancy or Poke Ball patterns only), Victini, Keldeo, Meloetta, Zygarde (will be distributed via event in June), Hoopa, Volcanion, Tapu Lele, Tabu Bulu, Tapu Fini, Cosmog, Cosmoem, Solgaleo, Lunala, Necrozma, Magearna, Marshadow, Zeraora (not currently distributed), Eternal Flower Floette (not currently distributed).
