Liquid Voice should boost sound moves in general. Like holy shit, in singles Hyper Voice is just Sparkling Aria without curing a foe's burn.

The only way it would be justifiable over Torrent in its current state would be if Primarina had access to Boomburst.

Because Pixilate turns the move into a STAB and then adds the extra power bonus. It is also a spread move that bypasses substitutes.
