quality assurance
making strategy guides, manuals, promotional material
building websites
these are many and varied tasks that require months of work. it's not something they magically conjure up right before release. and that doesn't take into account the actual development time of the game. if the game isn't finished then they can't finish the translation, they can't proofread it, they can't do the final playtesting, they can't finish the strategy guide etc.
Even if they've begun localizing the game it doesn't mean the game is close to finished. Far from it.
