>>35132775, it doesn't need to fight conventionally with its arms. They could mainly be used for grabs, and then its cannons would smack things at close range, or shoot jets out as a swipe/hit. I mean, you're wrong in that it hasn't been addressed until now. We've had the anime as a reference for the longest while, and the link below would give an idea of how it could put the typically smaller arms to work (even if I still prefer the cannons since they're far more interesting and potent).
