I'd leave the stats as they are but add the recovery move and maybe some weight so heavy slam would do more damage to take out the ever present fairy types. Maybe a more useful ability like water absorb or hydration?
That way it could better run something like Heavy Slam, Curse, Amnesia and Shore Up

I would take 40 from both offenses, and 50 from speed. Take those points, and put 45 into both defenses. Afterwards, cut 20 HP, and add 10 to each defense.

Toxapex has pretty much everything going for it. If these changes went to Wailord it would be pex but nowhere near as good at anything it does. There'd be no reason to run it over better water types like Pex, Azumarill, Suicune, Milotic, Feraligatr. I'm aware they don't all do the same role but they're still sharing types which is something you need to consider on a non-monotype team.
