Shadow Triad were Chili, Cress and Cilan.
IIRCit was based mostly on them not appearing at the end in N's Castle while every other leader does.

Neither Erika nor any of the other Kanto leaders were directly involved in the final confrontation with Team Rocket. All the other Unova leaders battle the seven sages so the player can battle N/Ghetsis.

That being said I think it's perfectly reasonable to say the reason they weren't there is because there were only seven sages so they only needed seven gym leaders.
