Reading the descriptions on those ebay postings shows that these people have, at best, bare-bones knowledge of Pokémon beyond shiny = good and 31 IVs = good. I guess they think FE also = good, so why not give it to everyone?
If it was the former, then it'd be secretly brilliant, but since it's probably the latter, it's just sad.
