Smeargle learns moves that aren't even moves yet, and Mew only learns them after it discovers Smeargle's concept art and copies it.
Sometimes Smeargle plays tricks on mew, by introducing utterly shit moves that do nothing but make Mew a slightly worse pokemon by having access to them, like Constrict, or Leafage.
