I want a game that has Kanto, Johto and the Sevii Islands all in it.

But I don't want them to just pull the same layout and slap some fancier graphics on it, I want these regions to be reworked from the ground up and expanded to realize their true potential.

definitely, kanto/johto was just the right level of comfy but still exciting. not really having to travel between islands, the train system, flying everywhere.
there's stuff they could build in with the ruins of alph, adapting the towers, ilex forest, back story to the legendary dogs.

The only way I would accept going to kanto again is if it is reworked as you said in terms of layout, route design, etc (perhaps with new towns and dungeons). It would have to have a new original plot as opposed to just RBY again. Maybe feature Lillie, bring in some Kantonian formes of newer Pokémon (like, say, that one rock type road Avalugg fan art). And in a reversal from GSC you could have a Johto postgame.

Pretty much, yeah.
Kanto is an insanely boring region with so many weird design choices.
I'm sure they could potentially make it much better but that would require a lot of reworking and would probably be better if they made a sequel or something which takes in account a few of the changes that the region received over time.

It's obviously meant to be a lot more urban than more recent regions (given the Tokyo metro basis) so if they took that angle and played up the infrastructure some more it could work. Like each current town etc would be visually like a suburb of the larger Kanto metropolitan area and there'd be a lot more civilisation around the routes such that they appear like Unova Route 4 in Black 2 but less deserty
