What bothered me was that it was a proto Carbink with none of the versatility. Phione should have had Manaphy's dex entries since Manaphy appeared in a warm ocean sea for it's movie and Hokkaido/Sinnoh is normally colder than that where sea angels naturally thrive for some reason.

Clione are found around the Hokkaido region irl and a standalone Demi-legendary off of Sandgem's beach would have rewarded the player for backtracking after earning Surf.

..Missed opportunity

I still think to this day Shaymin, Manaphy and Victini were originally a mythical trio with starter types, but then they scrapped the idea, made Victini a Gen 5 Mythical and added psychic type. That maybe is also the reason it comes right after Arceus in the national dex and not because they didn't want to reveal the amount of gen 5 pokemon

i like phione because when my partner (then friend) was shit at pokemon they traded their shiny poke for a phione not knowing wtf it was, then traded me the phione on my birthday. it was really sweet because it was basically the equivalent of a legit shiny so ive liked phione ever since

Pic related is still the most forgettable Pokemon. The only reason anyone remembers it is because it popped back up in Gen 7.

Maybe because gen 4 was delayed a whole year and wanted to make up by offering a lot of "valuable" mons.
That or because the place that the region is based on is known for its legends.
