Yea it does. Found it after I used rock smash on one of the rocks in Terminus Cave (Pokemon X). Got nervous and used a steel type move on it like the idiot I am. Luckily it didn't faint and I managed to bag it.

I've played since the beginning and first shiny (outside lake of rage) was Diggersby in the Friend Safari, then bred a Mawile in Y (without any odd boosting parents or shiny charm).
