Yes they add 3-10 new "mythical" pokemon every gen and then allow the main character to casually capture them year after year.

At this point singleplayer characters are drowning in mythical pokemon because theyre so damn common.

Deoxys and Celebi can be catched without event now, and both are consider mythical, i think what he meant is that all mythical pokemon will eventually be catcheble without the need of an event in the future
