I'd switch Cyrus and Gio, Cyrus's plan is worse but he's way more well intentioned and sympathetic.
Also would switch Archie & Maxie, since Archie is generally kinder than Maxie. Guzma's kind of a hard one because while he's not super villainous, he can be an asshole, even moreso than villains like Archie or Maxie.

Lysandre was more cartoonishly evil with his kill everyone scheme so it's harder to take him seriously. Ghetsis attempting to stab the player with giant icicles came off as more dastardly then killing the world.

It's true though. The worst he did was steal a Yungoos and break some golf clubs. Literal Rocket Grunts have done worse than he did; Guzma was just a troubled youth looking for his place in society.

Archie's bio says that he doesn't give a shit about what happens to his team as long as the goal is achieved. He's also infamous for getting worked up easily, the perpetual rage shadow on his face is because that.
Maxie is the one who actually talks and behaves to his people as if he were their homeroom school teacher.

But that's clearly not true. Shelly and Matt are both close friends of his, and he acts like a big brother to his grunts. He also immediately regrets his actions when his team on the surface tells him that they're in danger because of the torrential rains.
