As for the Ashinme, it's actually pretty common. If your definition of "Pokephilia" is Pokemon gushing over there trainers. In this case, Pokemon X Human attraction in the anime is almost always one sided and usually comes from the Pokemon as a means of gags and jokes. There's almost never a mutual attraction between a human and Pokemon within the anime that I know of. The instance where I could possibly gauge that there happened to be some mutual feelings between a human and a Pokemon was between Ash and Latias. But even then, it's still pretty difficult to determine.
I say all of this as to not project.

The only known laws that I know of in this universe is that poaching, stealing and terrorism is wrong. Other than that everything else seems fair game. But there have been times within the games that are HIGHLY suggestive especially the Mightyena boyfriend bit in one of the gamecube games. Which actually makes one believe that such a thing happens and it's probably not frowned upon because of open the dialogue comes off.
