As for the Ashinme, it's actually pretty common. If your definition of "Pokephilia" is Pokemon gushing over there trainers. In this case, Pokemon X Human attraction in the anime is almost always one sided and usually comes from the Pokemon as a means of gags and jokes. There's almost never a mutual attraction between a human and Pokemon within the anime that I know of. The instance where I could possibly gauge that there happened to be some mutual feelings between a human and a Pokemon was between Ash and Latias. But even then, it's still pretty difficult to determine.

The only known laws that I know of in this universe is that poaching, stealing and terrorism is wrong. Other than that everything else seems fair game.
