And the only "evidence" we have regarding when development started is Masuda's own words, that they start developing the next gen at the start of the current gen (he said that during that series of gameinformer interviews, so it's not even that outdated of a claim either).
Also considering that they refuse to hire more staff because "too many cooks in the kitchen" philosophy (again their own words), it's unlikely that switch development started during Gen 5, when they even stated that they had to meet a schedule deadline for XY. Just don't find it likely that they even had available staff to work on switch development given all the ongoing projects at the time
They did say that they would consider hiring a bit larger of a staff number in the future tho, but based on Masuda's words, switch development started in 2016 around the time gen7 began
