Player characters shouldn't be included in the equation at all, considering their strength is entirely reliant on the player.

This is going to sound a lot like genwunning, but probably Red and Green. They're the only ones with the "Battle Legend" title.
After them the other Champions (including protagonists), then the post game facilities' leaders, then the Elite Four and finally the gym leaders. Throwing some importants NPCs here and there.

Ethan should count, he has to defeat Red to finish the game. Post Game should count if it happened in the story.

Strongest is either ORAS Brendan/May because he has Fug and Latios or Latias as mentioned before or USUM Sun/Moon for defeating Ultra Necrozma and also Red or Blue (it is a story event).
