>>35190879One's a weekly glorified commercial that's been running since 1997 and has very few breaks, usually only getting said breaks when there's a holiday or a need to hold off on episodes for one reason or another, and due to the nature of this commercial being a weekly never-ending anime, it's subject to status quo in regards to Ash and constantly rotates its cast aside from him, Pikachu and Team Rocket thus making any and all development irrelevant and otherwise not considered worth bothering with in the first place unless absolutely necessary (Lillie, for instance, in order to SOMEWHAT replicate her game counterpart) and the characters that ARE staples just get reset in order to make way for the next generation of children who don't need to know anything except "This is Ash, his main Pokemon is Pikachu, they're best friends and he wants to be a Pokemon Master by travelling [Current Region] with his friends, while dealing with Team Rocket who's always trying to steal Pikachu and causing trouble!" along with whatever other details currently exist for that season and that season alone.
Origins and Generations are glorified commercials designed for specific scenarios and can thus be planned out accordingly with plenty of time to make episodes and whatnot, and because they're one-offs, they AREN'T subject to status quo and thus there can be actual development and progress.
