Well if you look the game deeply you will find out it's not so an happy world to live in. The "happy pokémon world" is something that the ashnime depicts.

It would be pretty hard to counter a skilled Zoroark. They can change what they look like which is powerful on its own, but their real power is the ability to visually change the scenery. Getting chased? Your pursuers lose you because they were looking at the fake side of a building while you were a few feet away. Want to steal something? It looks like it's still there up until the second you're leaving the scene and Zoroark is out of range.
