Firstly, the movie isn't focusing on the 'Female lead', it's about all of the stories of each of the characters in the town. We've seen the blonde female so far, but we've also seen other characters and said characters are getting merchandise for their Pokemon. If there is any lead character in this movie, it is Lugia. You can tell all this from the trailer and the synopsis. I don't know how well-vested anyone here is with the Pokemon movies, but this will be one of the slower pace ones as opposed to the high-tension ones with current-gen legendaries/mythicals - I suspect that movie will come out later.
Secondly, Project Eevee has always been there since it started. It's always been unloading a steady stream of Eevee merchandise at Pokemon centres. They became more active on twitter recently because the first teaser of the movie showed Eevee, but it's not indicative of anything.
I think people are really jumping the gun on the whole Eeveelution thing, trying to scramble at dates that don't mean anything and 'hints' that aren't hints.
