Definitely Johto.
Especially the original gen II one has a really eerie atmosphere throughout the entire region.

Atmosphere is best part of johto but too bad about the godforsaken pokemon distribution and level curve

Yeah the Pokemon distribution is really fucking abysmal.
They actually even removed some Pokemon that were in GS from Crystal.
HGSS is a bit better but they still had to give away the egg that can hatch into a Slugma or Mareep because there are no other Fire or Electric types till pretty much the very end of the region.

You can get Voltorb and Chinchou in Olivine city and you can catch Magnemite on the route before.

Voltorb is trade only though and Magnemite isn't that common if I remember correctly.
And good luck getting any of those besides Chincou in a nuzlocke.

Kalos did a really good job of atmosphere, especially on the autumn routes. Mountain Kalos as a whole is extremely comfy, and the entire region has this really picturesque feel to it.
