No, we think it because it's simpler to make if they're intending to rush a game out. The basics are already in place for an existing region, they just need to bring it up to speed. New species/formes, mechanics, types etc.
And really... Did you not play Episode RR at the end of US/UM? This is Game Freak we're talking about. Heavy handed is the only way they know how to do story. That ending was foreshadowing out the ass that we'd be seeing him again soon.
So much foreshadowing it'd be more apt to call it forespotlighting.
