You need to look at it as the following, they function under a hive mind belief that is entirely for the sake of the whole.
Vespiquen makes these grubs to protect the colony, the Combee work for the benefit of the whole rather than an individual.
Combee are weak individually, so they would find great benefit in being in a colony, they get protection, food, and shelter in exchange for their services.
That is just going along the idea that Vespiquen would act as a real queen bee/wasp would.
So, I can't see her being evil, just different in how we would interpret what does it mean to work on behalf of a colony over individualistic desires.
For us, we value individuality, our own agency is more important than a collective one.
