Is Pokemon Ultra Moon worth getting for someone who has already played Moon?

Is it like B2 where it adds enough content to be different, or is it barely unique from Moon?

Most of the main story is exactly the same. If you want to replay essentially the same game with some bells and whistles added then go ahead. Otherwise either pirate it or leave it.
