Even Rayquaza is faster than that if you look at the animation for dragon accent.

Not really, even Yggdrasil is debatable because we don't know where burst mode Agumon lies on a scale.
Outside of that none of the main antagonists have been defeated by anything short of Mega level with some kind of additional power.

It does not give a clear answer whether or not Cyrus's plan would've worked, just that he had control over Palkia.

First of all I think you mean Pokemon fighting Legendary Pokemon, second, yes they were, even if we give Ash's Pikachu a special case that doesn't explain the countless other times this occured, as for A feat that not even Mega level Digimon accomplished in the anime, we've seen Champion level Digimon cause similar amounts of chaos, while not as severe, that's only champion level doing just that while Hyper Beam has been shown to be catastrophic no matter the Pokemon that uses it.

You can't really compare the "destruction" of vermillion city to events in digimon given that cities in Pokemon are significantly smaller to say Tokyo.
Also 1/4 is a gross overstatement given you can see a large majority of the city is still standing. In fact it looks like it didn't destroy anything.

Perfects (like Metal Greymon) would win against almost any pokémon that's not an overpowered legendary (if we believe in doubtful lore like Dialga actually controlling time). Maybe Megas and pseudo legendaries can stand a chance.
Ultimates (like War Greymon) would destroy pretty much anyone that's not a reality warper legendary.

One, it didn't destroy 1/4 of a city, it barely destroyed any buildings if you look at the manga panels.
Two, Hyperbeam is an extremely exhausting attack. Vikaralamon and Belphemon can do more damage just by walking and snoring/roaring respectively. Imagine if they actually went all out with no opposition.

The Omega in force allows the user to immediately see ahead in battle and respond to any and all attacks. It's basically Digimon ultra instinct.

Ultra Instinct is the body reacting accordingly to oncoming threats which is why Goku evaded, blocked, parried and countered rather than just evading. It also allows the user to grow and adapt at a rapid rate while fighting.

Omegamon was from the ZERO Virus Busters v-pet released in 2000.
Victory and Z'd were in Next in 2005.

There is a difference between Pokemon that evolve and literally are UNABLE to evolve, Legendary Pokemon do not evolve (Except for Cosmog) Because they are at the height of their power, Cosmog evolves because it's an infant legendary, Normal Pokemon such as Caterpie naturally evolve into Butterfree in the wild, and there are Pokemon that do not evolve at all, but the ones that do normally evolve naturally in the wild.

Which I've been trying to explain to you, Pokemon evolve in the wild because it's natural for them, but even then, not ALL Pokemon can be found via Island Scan, for example the ones not avaliable in USUM, and you need to evolve, You have to evolve those Pokemon or get them from someone else who evolved them.

Pikachu appears in around 1000 Pokemon anime episodes, specials, and movies. The damn thing has what is arguably the single best feat in the entire franchise, for fuck's sake. It'd be stranger if it DIDN'T have better feats than a Champion-level Digimon after all that time.

I'd agree with you if there were any better place to count feats for most Pokemon. The Pokedex can hardly be trusted, in-game battle performance has absolutely no bearing on canonical power, most 'mons don't get cutscenes or sidequests showcasing their abilities, and there's about a dozen different manga to choose from with many of the same issues as the anime when it comes to scaling. Without using some anime feats, much of the discussion for common Pokemon would boil down to headcanon. The best you can usually do is to gather feats from everywhere and toss out the results that don't make sense in context.

Like I said, the logic is shaky as fuck but given what's known about the legendaries it was helping to block, if Pikachu was anywhere near pulling its weight in that clash it'd have to be well above Champion level in power output.

The core concept of Pokemon is capturing them to fill the pokedex. Even Evolution is a method to get stronger pokemon.
Evolution is not the core concept since there are many pokemon is no evolution and the player doesn't always has to evolve his pokemon.

Is there any proof that WarGreymon can break though Gardevoir's psychic ? I based my opinion based on the power that both of them has and their feat from the anime.
