if this is actually serious (really not sure of that though), i'm gonna assume the artist is young teen, so here's some crit. i've seen worse, but you have a lot of growth to do. keep studying real pokemon to better learn the style, and study real animals too to learn how to do good anatomy and interesting poses (artists who want to do cartoons and comics should always learn to draw realistically in tandem with learning to stylise, just learning from cartoons and you end up with a caricature of a caricature). studying real objects and animals will also give you a familiarity with shape and shadow, some of the shadows now, like on the ears, are pretty nonsensical. don't copy paste stuff. there's copy pasted stuff everywhere, it's very obvious. it looks bad, it's lazy. anatomy is not *terrible* in shape but is over simplified and without any character or life in the pose. you're not very far from good eeveelution anatomy but still need work in the face shape, limb details, etc. it's all far more cartoony than it should be.
on the plus side, flying with an inflated carrier bag is a very original idea. trash blowing on the wind isn't something i've ever seen done before. i think you should push that concept further, ditch the overdone cloud collar, replace it with the sort of tattered scraps you see blowing caught on branches. could even replace the dull colours with pigeonlike colouration, pinks and greens round the neck and greys elsewhere, more interesting than those dull blues and would work nicely with an overall trash theme.
keep at it. you're not there yet but you could make good fakes one day.
