A.) Not being a port is not confirmed, so you acn't say that definitively. Iv'e heard all the arguments, none of them hold up when you look at the other ports or other games in general.
Marketing lies are a thing. Stop being naive. Until they outright say it's not a port, it's possibly a port.
B.) Whether or not there will be new characters has nothing to do with it being a port. Pokkén DX is a port. There were both new character released for it as part of the port AND as DLC so even if it was a new character (which it obviously is, but that's beside the point) it wouldn't confirm or deny port.
