Are you retarded? I'm not saying that Surge was a water type gym leader. Misty was supposed to be in Olivine City, which makes absolutely sense because Olivine City is a beach town. Brock was supposed to be in Vermillion, which also makes absolutely sense because it is surrounded by 3 caves.

Assuming he'd reside in Viridian's gym rather than dealing Giovanni's big twist, the city's name suggests he would use either grass or bug types. Seeing as how Erika is grass, and bug would be a better option as to not stonewall players who picked Squirtle, and that his younger appearance is more in line with bug cratchers, I'd bet that was his planned type.
His name would probably have been Bud, or Anthony or something like that.
