That's because TPCI doesn't have the rights to those songs. The first pokemon movie was dubbed by 4Kids and they've been dead for years.

The biggest problem I see here is the fact that we are very used to Ikue Otani's voice because Pikachu was never dubbed in English. For that reason, the Japanese version feels very natural (and it didn't spark much of a reaction) while the English version is so off-putting.
