Lysandre actually has a point, that unproductive people who only leech the system contribute nothing and actual hold back civilization. The problem with Lysandre was that his plan also included people in disadvantaged situations who didn't choose what they got in life, people like Emma.
Lysandre's plan was born from his experience as an activist. Wouldn't it have made sense for Lysandre to actually try and save the disabled and poor aswell who do actually wanted to improve their lives instead of ditching them together with the assholes who complain about the help they get (because fuck these people actually exists)? That's how he literally became a Hitler. In the end he didn't care if you were actually productive or beautiful, just that you were a like minded individual who could pay for his sekrit club.
Lysandre doesn't even need his grunt and the money they bring. He was a philanthropist because he's the filthy rich CEO of a technology research company. The payment was just a filter because he was the typical rich person who hated normies and poor.

Even in the world of Pokemon there are pokemon who exists because of urbanization, either species who seek refugee on human settlements because they have a hard time in the wild, or they were literally born from man made machines or even trash.
