BotW looks like it was developed fairly quickly. The first time they showed game footage there were huge swaths of the game that were unfinished.

Pokemon games feel rushed because there's so much baggage involved - every new game has to be backwards-compatible with 15 years of previous games.

How about both?
Masuda is the one who kickstarted this whole "we have to simplify our already easy games because kids are too retarded and people don't have time" mentality since Gen 5, and Ohmori for thinking plot should come first in these games, putting everything else second and amplifying the problems introduced by Masuda tenfold
