About 80 million DS' sold between DP's release and BW's release, even with the 3DS on the horizon there was no reason for Gen 5 to perform worse than Gen 4, if not even better considering how many more DS' were in the hands of potential customers. It's not like there were even whispers of a 3DS Pokemon game at that point. The DS was still very much alive, especially the Pokemon audience, and nearly everyone had one, yet BW still sold poorly.
USUM's situation is pretty different, them being awkward third version/remake hybrids split into two versions for more sales.
