Pure Water works well for Blastoise because it's bulky, and a lot of resistances like on Empoleon don't matter when you have weakneses to 2/3 most common attacking types (Fighting/Ground).
If you want to make it better, it needs more offense. An ability like Chlorophyll but for attack/special attack would have helped Blastoise a lot. That allows you to set EVs on bulk and not worry too much about speed or priority.
