Recreate gen 1's core story, but add all kinds of extra shit like expanded maps, areas like Mt. Silver, new optional dungeons and an expanded Pokédex (to include Gen 2 Pokémon that could be found in Kanto in GSC). Pimp the region out with things like an expanded wind farm area off of Route 14(?), explorable Cinnabar volcano dungeon, a second safari in Fuschia with Alola forms. Hell, throw in some Yellow content by way of Jessie and James, let us have follower Pokémon, let us surf around the Tokyo bay area of Kanto (and dive in it?). There could be expanded side quests and character interactions with the gym leaders when they're outside of their gyms. Bringing back side content like Sevii Islands is a must. Kanto could also benefit from some fanservice like bringing back the cut Oak battle.
What I'm basically saying is, the only way they could justify selling us Kanto again is by making it an absolute "best-of" version with all the best features of all of its incarnations and plenty of new stuff layered on top, But something like this would never ever happen, not under current Game Freak at least, so there's no point asking for Kanto for the fifth time.
