You can start to try and make solo raiding parties by lv 30 for 3 star raids (2 stars are easy to solo for even a lv 20).
Weather boosts let you catch up to lv 35 wildmons now (lv 25 raid mons) so once you get carried for a legendary or two, you're pretty much set in going around clearing out shitmon gyms.
