Cause their precious about who they let onto their teams, that and majority of the contracts they hire people with are 6 month - 1 year contracts so they don't have to hire them full time.

The game is nearly completed. It's obvious. They also hired new translators and in January 2016 they did so as well, a month before the announcement of S/M.

They're pushing hard for a 2018 release.
