I raised the Togepi from Mr. Pokemon's egg, so he was with me through most of my playthrough. I got Cleffa closer to the end of Johto because I didn't bother to stop at that daycare until later in the game. Togepi was useless until it got metronome, which, at that point it becane a risky, but potentially deadly Pokemon to use. I was giving him all of the vitamins I could find/afford, and as a result he was pretty decently strong. Togetic of course performed much better, and although he wasn't a clutch like Feraligatr or Umbreon he was useful to the end. Cleffa was completely useless until she evolved, but at that point she became pretty useful. I had a lot of fun using them, metronome being one of my favorite movies to use in-game
