It's TPC who'd be pushing it because the tournaments are part of the marketing. That's why they're the ones in control of them to begin with. Yeah, GF has made some balance changes, but I'd bet that's at the behest of someone at TPC rather than something they cared about.
Remember, they made two Pokémon with no weakness originally - in two different Gens years apart - even after competitive emerged early on. The fix for which was actually the result of trying to halfheartedly fix Dragons and the pseudos, not them specifically.
Also, when complaining about cheating it's Nintendo who ultimately have to deal with it, not Game Freak. GF could do better in that regard to help, but once the console is broken there's really nothing to stop people from messing with their games. Thankfully Nintendo is doing better at that this time.
Once we have 5.0.1 off the shelf and the Mariko hardware revision along with it to fix the existing hardware vulnerability sometime likely in the next couple months, there will be an ever lower amount of people who will be able to edit saves and whatnot because with those two combined, it's going to become nigh impossible for years for most people to do any such thing.
