What is the lowest offensive stat used in competitive?

For example, Tauros has a putrid base 40 special attack but it's salvageable with Sheer Force + Life Orb boosted Fire Blast on fire weak pokemon.

Last gen, Swellow had a slightly less pitiful base 50 special attack which was also salvageable because of specs Boomburst.

So is there anything even lower than these that's reasonably used for actual offense? (so no rapid spin type shit)
