Fun idea I had for a thread but we throw out ideas that could buff lower tier Pokemon without the need of Mega Evolutions or Evolutions

For starters, heres Sandslash whom I love but is definitely an inferior Excadrill in most regards:
>Access to an ability called Burrow that removes all entry hazards and prevents them from being set up while Sandslash is out on the field
>Gets Spiky Shield
>Access to Taunt
>Access to a phasing move (Perhaps Circle Throw or an Electric type variant of Circle Throw to let it deal with Water and Flying Pokemon)
>Some sort of priority move (Accelerock?)

Changes probably applied to Alolan Form as well
