Because that's not how Teleport actually works. Animations only show it acting like that because it makes battles look cooler.

you could literally teleport more times than some pokemon can even attack if you're using PP as a logic.

I mean, gameplay mechanics and story separation, you know? The way certain moves work in game mechanics wouldn't always work that way in a world setting.

If it can't be used in a row, it's a worse Protect.
If it can, it's broken. Psychic Terrain + Toxic Spikes, then Teleport with your Alakazam all day to win. Not uncounterable, but too strong nevertheless.
