He's actually based on the soldier from romance of the 3 kingdoms, it's a different chinese novel. Zhu Bajie also doesn't have the same connection to fire as Wukong and would fit a steel type better.

It's Ice type as Yama-Uba inhabited the mountains which are freezing cold when at high altitude. It makes sense for the "Mountain Witch" to have an Ice resistance.
