If we're talking about character depth and motivation Lusamine is pretty high up there, no other villain in the series comes close to "lost her husband in an Ultra Wormhole, causing her to become obsessed with Ultra Beasts and alienate her children". Not that I'm throwing shade at previous villains, they just weren't built up with depth in mind. I also like that Lusamine just outright uses Guzma and Team Skull as a front, it makes a lot of sense.
Lysandre is dumb, which is a shame because there's an element I really like about Team Flare, specifically the fact that you just buy your way in as a form of survival. The Grunts actually have a reason to be there, they aren't just dumb underlings who are serving a crazy person for no reason. Cyrus is boring but at least he can back all of his talk up. And Maxie and Archie are just plain fucking retarded, Magma and Aqua's plans are so fucking dumb it defies all logic and reason.
