First off, Game Greak had a 'brilliant' idea to add Kanto on it, which with limited cartridge space, in my opinion kinda made Johto worse.
I say it did alot of good things like balance with new types (At least it tried), events to do, including timed ones, etc. Lot less bugs, however as a region, it felt kinda boring and way too short, in my opinion at least.
Not to mention most of the three, especially Meganium (My favorite of the three), were kinda given the shaft. Including quite a ton of of other Pokemon in that generation, until they were all fixed at Gen 4.
They probably could've made it better, if they didn't include Kanto in it. Or sorta make the Crystal version the definitive version of Johto.
